About Tocsin
Be visible. Be heard.
A tocsin was the alarm bell rung in a town square; a summons to act. We ring it for businesses the legislature reaches but nobody represents.
The gap we exist to close
The machinery of representation was priced out of reach.

Every session, Congress moves thousands of measures that set the cost of doing business: taxes, permits, labor rules, product standards, procurement, tariffs. Each one is shaped by the people in the room while the text is written. Large companies and national associations make sure they are there. Most businesses are not, so their interests go unheard until the law arrives as a cost they never saw coming.
The obstacle is not interest, and it is not effort. It is price. A credible lobbyist is a fixed cost, and few businesses can justify that cost for the handful of bills that matter to them. So they wait: they learn about the change after it passes, absorb it, and hope the next one lands softer.
Tocsin changes the math. Businesses in the same industry face the same measures, so we share the cost of representation across them and publish one price per business. Tocsin Legislative Intelligence reads every measure in Congress, finds the ones that reach your industry, and maps the members whose votes decide the text. You name the measures that matter most. A professional carries your position to the offices that can move them and reports back every month. Representation that once required a Washington office now comes by subscription.
Where it started
Built from the legislative record up.
Tocsin's representatives work where regulation meets the operators who live under it: the businesses that read bills late, comply anyway, and rarely have a professional at the table while the text is written. The platform was built to give those businesses what the other side of every docket already had.
Tocsin Legislative Intelligence is the engine under every docket: it collects mountains of data on members of Congress (voting records, floor and hearing transcripts, press releases, committee history, amendments, public statements, etc.) and aggregates that information to form a model around key issues. We then leverage that data in our legislative intelligence platform for predictive analytics and identifying hidden signals that helps us quickly identify opportunities and risks.
The result is actionable insights that can be tailored to meet individual needs at scale. We form a plan around your goals and then concentrate our resources on those areas with the highest likelihood of a return.
What we will and will not promise
Process and proof. Never outcomes.
A professional carrying your position and reporting to you monthly. Your position filed under Tocsin's name and carried into the committee conversation. A price that is public before you pay. A monthly report that shows what it bought, including the losses: if a position did not carry, you read why.
We will not tell you a bill will pass or fail. We will not promise that a member votes a certain way. Votes are not ours to count, and a firm that promises outcomes is selling something no one should buy. The advocacy is the promise. We will advocate to the room where the text gets written.
Nonpartisan, structurally
Driven by policy positions, not partisans
We carry no left or right agenda, ours or anyone's. The position we advocate is the one you set on the measures that reach your business, whoever sponsors the bill and whichever party backs it. A member's party tells you nothing about whether a measure helps or hurts you; the text does. We identify and attempt to work with members of all parties, which is governed by the data and never by ideology.
